Short answer: Sourcing complete water filtration equipment from China is not a bigger version of sourcing cartridges - it is a different project. Expect an MOQ of 50-200 units on an existing platform, USD 8,000-20,000 for a custom housing mould, USD 600-1,500 for CE (LVD + EMC) testing, and 45-60 days from purchase order to shipment. The number that actually decides whether the programme makes money is not the unit price: it is that one 40ft high-cube carries about 1,400 systems, and those systems generate roughly 8,500 replacement cartridge sales every year afterwards.

Why Most “OEM Water Filter” Guides Don’t Answer Your Question
Search OEM water filtration equipment China and you get two kinds of result: marketplace category pages, and supplier blog posts that quietly answer a different question. Almost all of them are about cartridges - a consumable with one material spec, a 500 pcs MOQ and a two-week lead time.
That is not what a buyer sourcing equipment needs. A complete system is an assembly of 30-60 purchased components with a pump, a power supply, a controller and an electrical safety file attached to it. The commercial terms, the certification burden, the tooling question and the freight economics are all different.

The Four Tiers of an OEM Equipment Programme
“OEM” is used loosely in this industry and means four very different commitments. Establish which tier you are actually asking for before you request a quotation, because the MOQ, the tooling exposure and the lead time all move by an order of magnitude between tier 1 and tier 4.

Tier 1 and tier 2 cover the great majority of successful private-label launches. Brands that jump straight to tier 3 on a first order are the ones that end up with 3,000 units of a housing nobody has validated in the field yet.
A note on tier 2: most of the differentiation buyers think they need from a custom mould, they can get from configuration. Changing the cartridge stack, the faucet design, the display colour and the carton graphics produces a visibly distinct product with zero tooling exposure. Reserve the mould for your second or third generation, once you know from returns data what the field actually breaks.

Buyers routinely compare an FOB unit price against another FOB unit price without knowing which of these lines the quotations include. Here is the cost structure of a typical 400 GPD tankless under-sink RO unit at a Ningbo factory, expressed as a share of the ex-works cost.

The practical use of this table: when a competing quotation comes in 20% lower, that gap is almost never spread evenly. It is concentrated in the membrane and the pump - the two parts that determine whether your warranty rate is 1% or 9%. Ask both factories to name the membrane brand and the pump’s rated service hours in writing, and the price difference usually explains itself in one email.
Tooling: The Clause That Matters More Than the Price
A custom moulded housing is where equipment sourcing gets genuinely expensive, and where most contracts are too vague to be useful.

Sliders and lifters - needed for side holes, snap features and undercuts - add roughly USD 500 or more each, and they are the reason two mould quotations for “the same” part can differ by 40%. Send both factories the same 3D file and ask how many sliders their design requires.
Four clauses to put in the tooling agreement before you pay a deposit:
- Ownership transfers to you on final payment - stated explicitly, with the tool photographed and serial-numbered.
- Exclusivity - the factory will not run that cavity for any other customer, and will not sell a “similar” derivative.
- Release on request - the tool ships to you or to another moulder on demand, at a stated handling fee, without renegotiation.
- Storage and maintenance - rust prevention, a documented maintenance interval, and a stated shot life after which refurbishment is quoted rather than silently ignored.
Clause 3 is the one factories resist and the one you need most. Tooling you have paid for but cannot physically retrieve is not leverage - it is a hostage.
Certification: Equipment Is a Harder Problem Than Cartridges
This is the single largest planning error we see. A buyer assumes that because the cartridges inside the unit are NSF-certified, the unit is certified. It is not.
NSF/ANSI certification attaches to a specific finished product with a specific bill of materials. A system assembled from listed cartridges is not itself listed. If you want a performance claim on the carton for the complete unit, the complete unit must be evaluated in its own right.

What most private-label brands actually do, and what is defensible: certify the electrical safety of the unit (CE/LVD/EMC is mandatory and cheap), declare FDA-compliant wetted materials, state that the unit is built with NSF-certified filtration media, and do not claim NSF listing on the system itself. One more practical point: CE is a self-declaration regime. The factory can hand you a test report from an accredited lab, but the legal responsibility sits with the importer named on the packaging. Never accept a “CE certificate” that is a certificate of conformity issued by the factory itself against no named standard - ask for the test report with the EN standard numbers on it.

The Container Math Nobody Runs Before Ordering
Here is the calculation that should decide whether you launch an equipment line at all, and almost nobody performs it before the first PO.

Freight rates move constantly, so treat the last row as arithmetic rather than a quotation. The structural insight is in the row above it: a hardware container is not a hardware sale, it is an installed base.
Run it forward. One 40ft high-cube of 4-stage systems puts roughly 1,430 units into the field. Each unit needs its PP, carbon block and post-carbon cartridges replaced twice a year, and its RO membrane every 24 months:

Qualifying an Equipment Supplier Remotely
Directory platforms verify that a company exists. They do not verify that it manufactures. These are the questions that separate a factory from an assembler, and every one of them can be answered over video.
- “Do you mould your own housings?” Ask for a walk-through of the moulding shop with the machines running, and the clamping tonnage of the presses. An assembler will show you a warehouse.
- “Do you produce your own filtration media?” Melt-blown PP line, carbon block extrusion, UF fibre potting - in-house or bought in. This determines whether they can actually change a specification for you.
- “Show me the pump and membrane on the shelf.” Have them read the brand and model off the carton on camera. This one question resolves most price gaps.
- “What is your hi-pot and leak test setup?” Every mains-powered unit should be 100% hi-pot tested and 100% pressure-leak tested, not sample-tested. Ask to see the log for last week’s batch.
- “Show me a test report with EN standard numbers on it.” Not a certificate the factory issued itself.
- “What is your warranty return rate by model?” A factory that tracks this will tell you a number. One that does not track it will tell you it is very low.
- “Can you consolidate systems and cartridges in one container?” Tests whether both product lines are genuinely under one roof.
Then place a controlled pilot order - one pallet, full production process, full inspection - before committing to a container. The cost of a pilot is trivially small compared to 1,430 units of a defect you did not catch. Five Mistakes That Cost Real Money
Buying the specification instead of the components. Two 400 GPD units with identical spec sheets can differ 3-4x in membrane life. Specify brands and rated service hours in the contract, not performance numbers.
Paying for tooling without a release clause. See the four clauses above. This is the most common irreversible error in the category.
Assuming cartridge certification covers the system. It does not, and a false NSF claim on a carton is a market-withdrawal risk in the US, not a paperwork problem.
